Appears this fix is in a place that's been seeing quite some action to
sort out .doc load problems and cursor-left-in-empty-document
problems. I think I fixed it properly this time :) I'm fairly certain
the code should be OK, but it'd be good if someone would check it for
handling .doc loading.

Fix bug http://www.abisource.com/bugzilla/show_bug.cgi?id=1093
Removed code which didn't achieve the intended goal because the function it
called did it under its nose.
Added doxygen comments.
