toggleCase stuff: remlaced Title Case with 'First capital, rest
lowercase', fixed UT_UCS_isspace() for wider Unicode compliance.
UnixEncodingManager: a change that makes AbiWord more
usable under utf-8 locale with non-English 8-bit charset (e.g.,
cs_CZ.utf-8); this fix is not perfect, but until gtk 2 it will have to do.
Also, there is a chance that it might break some Unices on
account of getenv and setenv -- will deal with it if/when it happens.
