Although im not a huge fan of PEOPLE WRITING THINGS IN ALL CAPS
having an All caps font is an interesting feature.

someone will probably do it (of course some developers find donuts and
other incentives very helpful in focusing their attention particular
items you might want fixed, or if you know any programmers you might
want to try and convince them).
this would have to be done carefully to avoid problems when the
Spellchecker is set to ignore words in Uppercase. And when you start
talking about non latin-1 languages it gets really messy (but im
geussing that wont affect you).
It might be simpler to write a perl script/macro to increase the
relative size of capital letters and then convert all words to
uppercase.
