Please send me example RTF files where the importer (after these patches)
doesn't work.

The importer now restarts a lower level list after a higher level is inserted.
I also changed the method of determining a listID. It was based on
UT_rand(), now it is based on a static member variable. See my mail "RFC:
getting a unique integer value" for more info
