    The attached patch resolves bug 6208, where clicking on the top half of the
    ruler bar does not insert a tab stop. Note that there was a comment in the
    code mentioning that only the lower-half of the ruler bar should be
    clickable to create tabstops, but I can't see a reason for that other than
    to emulate MSWord's interface.
