fixed GR_Win32Image (pure virtual; reducing my donut debt)

implemented GR_Win32USPGraphics::canBreak().

the preferences option DefaultGraphics now works (needs to be set
manually in the prefs file to the appropriate numerical id as define
in gr_Graphics.h; 0x202 for Uniscribe).
