There is a single list of languages to select for use during
installation (I did some NSIS magic to make this as simple as possible).
  NSIS itself has a set of translations for the common items, and then
for the installation specific (the components page and descriptions
mostly) we have our own translations. They work together, but neither
is really required [the unavailable translations will be shown in English].

For reference, to add support to the installer for a new language,
assuming NSIS supports it (it it doesn't then some NSIS modifications
are necessary) just add the matching name (the one NSIS knows the
language as, which should correspond with the Windows name) to the list
of known languages (pkg/win/setup/NSISv2/lang/abi_lng_list.nsh) using
alphabetical order and create an empty (English text will be used until
a translation is provided) language file (or copy one of the existing
nearly blank files and edit the language within comments to match) with
the same name in the installer lang subdirectory.
