The cygwin build system isn't really kept up to date, however it should
work with 2.2.7. Do you have the libiconv2 package for cygwin installed
(http://cygwin.com/packages/libiconv2/)? If so, which version? How did
you get the source for 2.2.7, CVS or an archive download? Lastly, did
you run into any make errors that you fixed yourself before running into
that one?
