Hi Tomas,

There are arguments to support both approaches and there also arguments to
oppose to both approaches.

I personally dislike the Microsoft DLL hell and I trend to make binaries that
are independent as possible. Also, this DLL is only need it when compiling
with VC++. Also it's small DLL.

If someone wants to revert this patch, add the VC++ runtime to the installer
when compiling with VC++ I have nothing against it.
