For me this reason is good enough to move the menu layout definition
(why not toolbars, too?) to XML file.

I don't see this as a problem.

Modify the bug reporting form in the bugzilla to ask the bug reporter to
attach all the following:
1. Document demonstrating the problem.
2. The ~/.AbiSuite/AbiWord.Profile used by him (equivalent names in
non-Unix/Linux platforms).
3. The menu definition XML file being used.
4. Screenshot demonstrating the problem (if relevant).

Also, ask people to check if the problem appears with standard
~/.AbiSuite/AbiWord.Profile and menu definition XML files, and report
whether this is the case.
