win32 Unicode support

I thought I'd spend some time looking at the win32 port, since the
CJK support there is rather behind the Linux version. As such I've been
looking into:

In short, the labels in pop-up message are getting corrupted. The
cause is that because abi is inconsistent internally about what encoding
it's using for such strings, we end up trying to display something which
is a mix of GB2312 and UTF-8.

I think this touches on a discussion initiated by Tomas on the mailing
list in January:

However, since the discussion did not seem to concretely resolve itself,
I'm not sure how to proceed in addressing this issue. If someone who
knows about this (probably Tomas?) could take a look at #9655 and answer
my various questions I would be grateful.
