For whatever reason the layout went a little funky (in IE, and to a lesser
extent in Gecko based browsers but still looked enough like frames to
bother me and diminish my confidence that it would work correctly) and
extra scrollbars appeared. We should be able to use server side includes,
so hopefully the final version will even if the mockups use DIVs.

Making sure height and width values are specified for any images usually
helps a lot when it comes to slow connections.
