French smart quote bug

Hi folks,
           Jean Brefort noticed a smart quote bug for French in svn
trunk. I believe that this is fixed now. Please let us know of smart
quote bugs in other languages. We can handle any combination of smart
quotes but we don't necessarily know what YOUR language expects. If
get it wrong, please let us know and it will be fixed.

BTW something like this text should be included in the 2.7.0 release
notes, coming some time soon I hope :-)
