I hardly count as a normal user, but I always look under Insert first
when I want to insert a table. I'll ask some people for a quick
usability test.
What do other word processors do? OO.o has a simple "Insert Table"
under the Insert menu in addition to having a full Table menu. (No
Format Table in the Format menu, which FWIW isn't where I look - I do
the table menu right for that one.)
