FYI, converting mathml to latex has been working since the summer of
2008. Is there anything missing from your perspective?

Not strictly math import / export, a useful feature is in-document
editing of math equations. This was proposed by Ryan (?) and should be
straightforward to implement. A math editor with preview function
might also be useful.

Yeah developing on Windows is be OK. Several people here on the list
are Windows experts. But some care need to be taken not to break Linux
build.
