Peter,
I found another possibility. While checking for updates for MS Office I ran
into the following: Microsoft Visual Keyboard. It would appear that you
must have MS Office installed to use this tool, but I could be wrong. It
brings up a keyboard that you can use to type by clicking the appropriate
key on the display. Pointing to a key shows its Unicode and hex values. It
works perfectly fine with my WinXP and AbiWord 2.0.1. Let me know what you
find.

If the above link doesn't work, start at http://office.microsoft.com/ and
look for MS Office Add-ins dated around Jan of 2000.
