Numbered Sublist

I am attempting to do an outline in this format:

I. Topic 1
     A. Item 1
     B. Item 2
II. Topic 2

I follow the instructions in the user's manual.

To get the first level, I do Format - Bullets & numbering - Upper Roman - Apply. That works fine.

To get the next level, I again do Format - Bullets & numbering - Upper Case - Start New List (contrary to the users manual, "apply" doesn't do what I want).

Instead of getting the format I want, I get this:

I. Topic 1
     I.A. Item 1
     I.B. Item 2
II. Topic 2

That's neat, sometimes I want numbers like that (1.1.1.1) but here I don't.

How do I get my "normal" outline numbering?
