If you read on it also says:
Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.
Alternatively, you may set the environment variables WV_CFLAGS
and WV_LIBS to avoid the need to call pkg-config.
See the pkg-config man page for more details.
E.g. if you installed your wv to /opt/foo you would have to do something like
export PKG_CONFIG_PATH=/opt/foo/lib/pkgconfig
before runnig configure.
