Non-ASCII file names trouble in Windows

Hi,
Thanks for reporting the issue. Basically these issues will be fixed
once a truly Unicode version of Abiword is released for Windows.
Though the work started way back in 2009 in trunk, still there are
some tasks [1] left to complete. I wanted to fix the remaining issues
with the help of Marc, but unfortunately I was kept too busy with
academics.

I will be able to work on this after 6th of September after my exams,
and hopefully we can get all these fixed in a short period, and after
some release-level testing on the trunk, we can expect the release of
the unicode version.
