Beginner question about custom list styles: need help with label and text spacing

Need help. i have serious difficulty setting a custom number list
style.

I want the numbers to be left align to the margin, and the paragraphs
following the numbers to have a space of 0.3 from the label.

In the list setting can you explain me:

a. Text Align: 0.5
b. Label Align: 0.2

For me 'Label' should be set to 0 (zero) to align to the left margin,
and 'Text' should be set to 0.3 (Text is the paragraph following the
label, right? But do I count the distance from the left margin, or
from the label?)

Anyway, when change these values in the list window setting, the
paragraph settings automatically change to: 'Left Indent' 1.27 cm and
'Hanging Indent' 1.27 cm - not good! I must do something wrong.

If I revert these values in the paragraph window as 'Left Indent' and
'Hanging Indent' set to 0 (Zero) or set to 0.8 cm, that does not help.
I can't align the labels to the left. They always end at > 1 cm on the
right of the left margin.

The only way I can change the default list values, i.e. Text align: 0.5
and Label align: 0.2, is to apply the default list formatting (bullet
or number), then I go to the 'Format' menu > 'Bullet and Numbering' >
'List Properties', and there (and I don't know why?) if I change 'Text
align' from 0.5 to 0.3 and 'Label align' from 0.2 to 0.0, then the
output is correct. But I have to do that manually with all the lists I
create.

How can I set it as a custom style or as the default list style in the
template?
