The steps required to reach full internationalization are quite complex.
Right now characters are represented internally in two-byte segments, and
as you noted, import/export of UTF-8 works as expected. Still, everything
isn't tied together yet on the display side. I cannot really offer a
detailed explanation of what is going on here, partially because I don't
understand it myself, but also because doing so is really beyond the scape
of this list.
