I have no idea.
It is unlikely that anyone every codified this as an RFC but if IP over
avian carrier has an RFC then who knows!
Actually person who wrote the exporter might know, try asking them?
Checking in Mozilla bugzilla for this feature might point you towards some
decent information, the mozilla IRC channels might be helpful if you ask
the right questions.
